PRODUCER’S GUIDE · BELGIUM

Planning a film shoot in Belgium

To plan a shoot in Belgium, start with a script or brief, a location breakdown, proposed dates and a production scope. Identify the relevant contacts for each region, check access and permits, then confirm crew and budget. WALLMOVIE STUDIOS works with Belgian and international producers from Wallonia, with a shooting stage in Jemeppe-sur-Meuse, near Liège.

Wallonia, Brussels or Flanders: where to start

Wallonia · Liège and beyond

Wallimage Tournages helps productions find locations, local expertise and information on permits. Our stage is in Jemeppe-sur-Meuse; other locations should be selected around the script and shooting schedule.

Brussels-Capital Region

The visit.brussels Film Commission assists with filming and parking applications in the Brussels region. Identify exact addresses and road-space requirements before locking the affected shooting days.

Flanders

Screen Flanders explains procedures for professional shoots and public or private locations. The location and operational impact of the shoot determine which contacts and applications you need to prepare.

Agree the production scope

Executive production, local production services and coproduction involve different commitments. Before booking resources, agree who contracts crew, approves expenditure, coordinates permissions and manages the schedule. A written scope makes both the quote and the division of responsibilities clearer.

  • Project format, scope and scenes planned in Belgium.
  • Preparation, shooting and wrap days.
  • Producer approvals and responsibilities assigned to the local team.

Recce locations before committing

A photograph cannot establish whether a location will work for a shoot. A technical recce should check access, noise, daylight, power, storage and crew facilities. Allow for a fallback if weather or availability changes. For a studio enquiry, share the dimensions of the intended set and your sound and lighting requirements.

Prepare permits and insurance

Build a location file with precise addresses, working hours, crew size and vehicles. Flag special requirements such as road use, night work, drones, stunts or effects. Confirm the process with the owner and competent authorities, and the cover with your insurer. Film commission assistance is not itself a permit.

Plan crew and working languages

Specify roles, availability and the language used for meetings, call sheets and safety information. Identify which crew will travel and which positions need to be filled locally. Work and entry formalities depend on individual circumstances: check the official requirements before confirming travel.

Build a budget that supports decisions

A useful estimate separates cost categories and assumptions. It is more than a shooting-day rate. Share a provisional budget range and identify any items already supplied or contracted by your company.

  • Preparation, crew, equipment, studio and locations.
  • Transport, parking, accommodation and catering.
  • Insurance, applications, reinstatement and contingency.
  • Payment terms, overtime and cancellation arrangements to agree.

Coordinate travel and the unit base

Group locations around the schedule and check travel at the planned times. Separate passenger transport, equipment deliveries and access for technical vehicles. For a studio shoot, confirm entry at number 95, loading times and crew requirements before the first day.

Assess financing as a separate workstream

Production services can be discussed while financing is still being developed. If you are considering the Belgian audiovisual Tax Shelter, prepare the budget, finance plan and estimated Belgian expenditure. Project eligibility is assessed separately from the production services quote. Our Tax Shelter guide explains the producer and investor routes and links to official sources.

Questions to resolve before the shoot

Can an international producer work with WALLMOVIE?

Yes. Introduce your company, project and required services. Together we define the preparation, local resources and production responsibilities needed in Belgium.

Do all locations need to be chosen before contacting you?

No. A visual brief, scene breakdown and references can frame a scouting assignment. Technical access and usage conditions then need to be checked for each shortlisted location.

How much does filming in Belgium cost?

Cost depends on the schedule, crew, locations, equipment and logistics. We prepare an estimate from a defined scope; a single national day rate would not meaningfully price every film.

Where is the shooting stage near Liège?

The stage is at Rue du Gosson 95, 4101 Jemeppe-sur-Meuse, near Liège. Office hours are Monday to Friday, 09:00–19:00. Shooting dates and the studio configuration are agreed for each project.

Does this guide replace official applications?

No. It helps organise production decisions and discussions. Permits, contracts, insurance and applicable formalities must still be confirmed with the relevant parties.
